Why couldn't you just install the eciadsl package from
Ubuntu? Do

apt-cache show eciadsl

and you'll get the information below, which shows that the
version number is identical with the .deb that you listed
above.

In general, install from the normal Ubuntu repositories if
you can. Installing a .deb leads you into 'dependency hell':
the .deb depends on another package, which you then have to
download and install with dpkg; that dependency has its own
dependencies, and so forth.
