Yes.  The two are the same with the exception that the package
"ttf-kochi-mincho-naga10" includes the font "naga10" which is not Free
(as in freedom), free (as in cheap), or both!

See the description of both packages in "Synaptic" or "dselect".  (This
shouldn't affect anyone except, probably, someone involved with Japanese
publishing/editing.)
