[universe bug] librapi2-tools: binary/script prefixes are incompletely renamed

and there is no "Changed-By" field. If this is misdirected, please

The p* binaries and scripts for synce were given a synce-prefix (I
assume to avoid collisions). This was incompletely applied.
synce-install-cab still references various p* tools by their old names.
There are probably other similar issues in other scripts in the package.
Changing the names in the script fixes the primary issue. I was still
not able to get the script to launch the installer on my SP3i
smartphone, although the CAB copy and directory setup does occur as
expected. Manually executing the cab from that point allows a successful
install.
