Manual Download of .debs

It can connect to the internet. Al my computers can connect to the
internet. Just not while they're using Linux-bases OSes.
And the network option is not an option. I don't have the hardware
right now. :(.
So is there any way to download dependencies automatically via a
script, using some piece of software, or some other means?
