there's apt-zip, but I don't think this will work for you, as you
still need a networkable debian/ubu machine somewhere in the mix.

As for my previous response, I must not be understanding your setup.

Can your mac connect to the internet?  If so, and it has a network
card, could you make the mac act as a nat/gateway providing internet
access for the pc?  If so, that should make things easier, no?
