The process (which worked on Warty) is that I ssh username at hostname
from a laptop running Windows to my PC running Ubuntu over an 802.11g
network. When I get the shell prompt, I type vncserver. I get a
message from VNC along the lines of:

New 'X' desktop is gandalf:1

Starting applications specified in /etc/X11/Xsession
Log file is /home/esullivan/.vnc/gandalf:1.log

I don't have an xstartup file. I haven't needed it. In Warty vnc
starts up with all my usual stuff. My ~/.vnc/gandalf:1.log has some
errors in it, like this:

04/03/05 22:21:15 rfbProcessClientNormalMessage: ignoring unknown encoding type
9
04/03/05 22:21:15 rfbProcessClientNormalMessage: ignoring unknown encoding type
8
04/03/05 22:21:15 rfbProcessClientNormalMessage: ignoring unknown encoding type
7

Hope that helps. Might this be an UTF-8 issue?
