AFAIK, nothing in the kernel is *required* for file monitoring. There is a
kernel patch—inotify, I think—which makes the process more elegant, but it
should still work without that.
What you *do* need, though, is a daemon process which monitors the files and
reports changes. On Kubuntu (and possibly Ubuntu as a whole) that appears to
be provided by gamin, rather than fam.
