ubuntu-users: for problems with or discussions about ubuntu
ubuntu-devel: for development discussion
Bugzilla: for bugs
When you think you found a bug and want confirmation, it's not always
clear. Best option here is (imho) to search bugzilla for your bug, and
then ask on ubuntu-users if someone else experiences the same problem.

Yes, universe and multiverse are supported bythe MOTU
(wiki.ubuntu.com/MOTU) adn can be used safely. These packages just have
a bit more rough edges sometimes.

That is neither a bug nor a fatal error: not all repositories provide
Contents files (which apt-file uses). For ubuntu only archive.ubuntu.com

For universe/multiverse bugs, another bugtracker is used:
- Linux for human beings: http://www.ubuntulinux.org
- Linux voor normale mensen: http://www.ubuntulinux.nl
