IMHO, it is not an "apt-file" bug, but perhaps an archive
policy bug?

Yes, http://archive.ubuntu.com/ubuntu/dists/hoary/ has 
Contents files, but neither
http://archive.ubuntu.com/ubuntu/dists/hoary-security/ nor
http://archive.ubuntu.com/ubuntu/dists/hoary-updates/
provides Contents files!

May I know where to files this type of bug?
