True enough. But you can also use GnomeMeeting, which is already
installed in Hoary. The mic test is quite good, as it has a built in
four second delay and runs totally on your local machine, being part of
the setup program for GnomeMeeting.
A little 'gotcha' on using microphones in Hoary is that the (ALSA) mixer
needs to be configured. Not only do you have to have the microphone
selected in preferences to get an input fader control for it, but it is
worth also selecting the 20dB Mic Boost which then alows you to switch
the basic mic sensitivity. Without this, the sensitivity may be too low
whatever the mic fader position.

The setup program is called Configuration Druid, and GnomeMeeting lives
under Applications>Internet
