support apache 1.3 "php" or using ubuntu kernel in debian

how do you come to the conclusion ubuntu would not be built for running
servers ? it is a great server os you can use everywhere you would use
debian. the only difference is that there is a stable version that
recieves constant security updates for 18months.

try a custom install and install the server software you need.

i also dont understand the performance issue the OP has with apache2,
the servers in the company i work for get hit by about 40000-60000
users/h running apache2 since nearly a year, the performance of the
systems is much better with apache2 then it was before with apache 1.3.

keep in mind that all ubuntu sites (webserver, download server and even
the servers that build all the packages for you are high loaded servers
that run on ubuntu just fine)
