hoary: locales fails to configure

This is bug #5458, which I inadvertently introduced in glibc
2.3.2.ds1-19ubuntu3 and fixed in glibc 2.3.2.ds1-20ubuntu2 today. It
only happened to people who had a shell other than bash (usually dash)
configured as /bin/sh.
