non-root scanner

Check the permissions on whatever device it's using in /dev. I don't
know anything about scanners but it sounds like you don't have read or
write permissions on the /dev entry. You have two choices though, set
the scanimage program suid root or change the perms on the device each
time you boot. I believe setting suid would be easier but suid root
programs are a scary thing :)

I hope that gives you some direction even if it doesn't give you the answer :)
