Sound Issues in Fresh Hoary Install

I have managed to figure out what the issue with Totem was.  It was
actually a system wide "problem" and I just hadn't realized it.  I
didn't have an mp3 codec installed.  I thought one was part of the
w32codecs pack, but apparently not.

Now I can at least use Ubuntu for everything I used to, but its really
irritating to have to unmute and readjust the volume level every time
I reboot.  Does anyone know how I can fix this behavior?  Should I
file a bugzilla report about it?
