That's a misunderstanding. UTF-8 will be the default on new
installations; appropriate UTF-8 locales will be created by default on
upgrade but won't be used by default until/unless you say so; but legacy
locales will still be usable.

You should avoid the .UTF-8 at euro locales and just use .UTF-8. They're
identical, but the addition of the .UTF-8 at euro names was a mistake.
