They have. evolution-data-server is not tied to any one application, and
other applications can and do use it. The name is possibly unfortunate,
but e-d-s is effectively a generic personal information storage backend
that happens to be derived from evolution's code.

e-d-s will increase in importance, but dependencies on evolution itself
are unlikely to become any stronger.
