It's an exclamation of incredulity, in the context ;-) Something like
"What on earth?" with greater emphasis.

Reading some of the threads James has contributed to recently, I confess I
find myself as puzzled by his posts as you are by English slang :)

As far as I know, ubuntu-users has not changed to a mailing list for
surrealists, but I'm having my doubts ;-)
