Hello,
Welcome to the Debian world (for which Ubuntu is part of).
You have done the right thing by downloading the file with the .DEB
extension which is a Debian package.
Your next step is to install it. You can't do install by doubling click
(a Windows carryover).
To install, open a terminal from your desktop.
Applications->System Tools->Terminal
Then issue the command
sudo dpkg -i fluxbox_0.9.14-1_i386.deb
And watch the magic unfold as fluxbox is installed.
You can also install using apt-get (note the dash (-) not an underscore
(_)) and Synaptic but the source of your package must
be included in the /etc/apt/sources.list. The list will correct me on this.
I personally find installing by dpkg -i easier and straight forward.
To find out more about the apt-get and dpkg commands, issue the man
command at the terminal i.e man apt-get and man dpkg.
