All the ubuntu runlevels are configured so they proceed smoothly to 
runlevel 5. To alter this behaviour first alter inittab to have it boot 
to the runlevel you wish, and thentype in the terminal:

mkdir /home/[username]/backup
sudo mv /etc/rc[runlevel].d/*dm /home/[username]/backup

This will prevent it from loading X. To have it load X just type startx 
in the terminal. To have it load X automatically on boot just move those 
files back to their original location.
