I know this isn't really a proper place to ask, but I think that you  
all could probably give me some good advice.

Where would you all recommend I go for webhosting?  My site's main  
purpose would be a PHPbb forum with about 200-300 users.  I need the  
following:
A top-level domain
5-20GB Transfer
300MB of space
Less than $7 a month (less is better)
SQL support (for the PHPbb forum)
99.9%+ uptime GUARANTEED
24/7 support via e-mail, IM, OR a web interface.
A good site monitor that can give me information on traffic.
