For both of these to install with apt or synaptic you need to add the
extra repositories as explained
here:http://www.ubuntuguide.org/#extrarepositories. As far as I
remember I got that error last time I did a fresh install and forgot
to add the extra repositories. If you have added them then just try
apt-get update
