Yep, this could be done, and *would* be a good thing.  I don't think it's 
really a big deal, though.  I mean, dpkg-reconfigure xserver-xorg, and 
answering a few questions is much easier than the windows equivalent of 
uninstalling old drivers, upgrading the card, installing new drivers, and 
then configuring.  People who are upgrading a graphics card should be able to 
answer some questions about that card.

There's also the question of whether it's worth doing this card detection 
automatically at each boot, when you may NEVER change the card, and if you 
do, it will be very rare.  But then, that argument applies to hotplug as a 
whole.
