I have installed Ubuntu on a standalone machine using the DVD image,
plus use the unofficial add-on CD
(http://frankandjacq.com/ubuntuguide/add-on-cd/ubuntu-5.04-add-on-cd-e-2005-07-09.tgz)
to get Java, DVD support, etc., installed.  It worked really well, and
required no internet connectivity whatsoever.  In a situation such as
yours, where the PC must handle the PPPoE connection, etc., you would
then configure Ubuntu to handle that.

These days, it seems to be cheap and easy to buy little routers with
firewalling, NAT, WAP and PPPoE capabilities built in.  Plus, they
usually serve DHCP to the internal side of the network.  This is
another way to go, where you can simply install Ubuntu on a PC
"behind" one of these devices, and just worry about configuring it to
be a client machine on the network, rather than handling all of the
internet responsibilities, etc.
