I just posted yesterday what I had to do to get my modem to work (see
thread with "Accessing the internet with a Alcatel Speedtouch USB ADSL
modem" subject) and said that something should be done to automate it
more, your mail is just one more proof that it is not trivial.
If you got it to the point where running pppd works, you should create a
file /etc/default/speedtouch and add a line with PPPD_PEER="adsl", this
will do the equivalent of "pon adsl" that I think is what you're after.
