Mirroring i386 locally

We tasked a student assistant with developing a local RPM repository 
in order to update our server infrastructure:

http://torque.sourceforge.net/about.html

It'd be nice to be able to do something similar with apt.  We 
currently mirror the RPMS for RH8 up to FC3, as well as some custom 
channels of our own.

Someone mentioned bandwidth...what's worse: one location downloading 
"everything" to their local repository and having all of their 
servers update from THAT, or just pointing all of their servers at a 
"central", 'net-based repository at the same time?
