The GNOME point release updates will *not* be necessary for people who
compile stuff. They contain bugfixes and translations only. No features,
no new API.
Again, much of what you'll get in GNOME point releases in future will be
bugs fixed in Ubuntu for the release. Distributions are the engine rooms
of post-release bugfixes. Any other fixes to significant bugs that
affect Ubuntu may be released into Ubuntu's updates stream. GNOME point
releases won't provide any significant benefit beyond what is already in
Ubuntu.
