Ubuntu is not Debian?

Could you clarify a bit, please?  In both branches, or only in Hoary?
(I'm running Warty as I'd like a fairly stable box.)  I found tomcat4
in Debian's testing branch now, but marked [contrib], so does that
mean that it will not be imported into Ubuntu?
