Package list in Ubuntu universe incomplete?

There is no such list (it would be chronically out of date), but given a
source package name, you can look here:

http://people.ubuntulinux.org/~lamont/buildLogs/

In this case, the package built successfully, and is installable.  Probably,
it had just recently been uploaded when Alexey looked.
