Package list in Ubuntu universe incomplete?

Thanks for reply, Matt.

How can I update my index files to the latest version (with stardict package
included in the list)? I've already executed 'apt-get update' but it doesn't
fetched new version of index files (probably there is no new version).

So how can I install stardict using APT? Maybe the only way to install
it is to manually download stardict package, download all its dependencies
and install those .debs using 'dpkg -i'? But this is ugly. :(
