udev is responsible for (not) creating the necessary devices. When udev
creates the devices, there indeed isn't a /dev/hdc4 if you didn't insert
a ZIP diskette during the boot process.

Try booting with a ZIP diskette inserted. It ain't pretty, but it should
work.
