I once lived in a country supposedly under sanctions (South Africa in
the 80s) and believe me, anything you wanted, you could get. In the
computer world, South Africans got so used to buying no-brand beige
boxes from mom 'n pop stores (mostly with Taiwanese parts), and
installing their own (pirated) software, that ten years later the big
brands like Dell and HP are still struggling to get a foothold in the
market with their overpriced, preloaded systems.
