I especially liked this bit of the bbc article:
############################
These "exercises are just, I would say, one or more of the many things
that the Cuban government does to try to distract people from the
problems that they face in their daily lives".

The US and Cuba have exchanged a series of verbal blows over the past
year, with the US tightening its tough sanctions on the island and
Cuba retaliating by imposing a tax on the use of US dollars.
############################

Im glad that Cuba are looking to Free and Open source software, but as
i understand it the main problem they face is that they dont have any
hardware. Because of their size they can't manufacture it. And because
of said sanctions, and presumably lack of money, they can't import it
either.
I dont know that they are preparing for war, but i imagine its not
difficult to get the shits up you with something that big breathing
down your neck.
