The path you describe isn't an infinite road. You only need to get to
the point where you have everything you need, then subsequent releases
just give you the latest versions of the software. As popularity for
that software title dies out, you drop it, and add a new title that is
showing promise. There's no reason why you can't reasonably stay within
the 700MB limit for a good, default Live CD that will appeal to the vast
majority of your users.
