Indeed, there's an entire good season of garage sale hunting coming up :)

As far as your brakes, are they not slowing you down enough, or is the
lever just loose, and you have to pull it down really far to engage the
brakes? If it's the latter, you should look into the adjuster where the
brake cable comes into the lever housing on your bars. There should be an
adjuster nut that surrounds the cable. Simply unscrew it
(counter-clockwise) to put more tension on the cable and give you more of
a firm feel on the lever. If you unscrew it to the point it's nearly
coming out of the lever housing, it's definitely time for new pads. If the
pads are the original ones that the bike came with, I'm sure they're due
to be replaced. That is a pretty simple process, and the new pads
themselves would be pretty cheap.
