[Ubuntu Chicago] Ubuntu Illinois Proposal

Rock. As a Ubuntu Member that lives in Chicago 4 months out of the year (and
most of it away from there at school) I would love to see this going. I'm
heavily interested in the Peoria team because I live ~30 minutes away from
there. As Richard may know, I am all about building a LoCo and would assist
the Illinois team as much as I have tried to help the Chicago Team. Afaik,
Richard, Micheal Stemle,  and I are the only Members in Illinois, (hopefully
I am wrong and there are more hackers from the Land o' Lincoln). Therefore I
would propose adding me as a contact / leader / warlock. Also, I have built
a base at my school which is all about Ubuntu so I am sure I can help push
the LoCo here. Thoughts?
