I didn't realize that the survey was only for one particular set of users! I should probably retract my answers. :P

My point is, "users" doesn't only refer to "newbie users," it also encompasses "power users" and such--in fact, the survey specifically includes "power users" and "computer professionals."

Consequently, "how can I make apt-get work for version x of Rails" is a perfectly valid user issue, it just applies to a smaller subset of users.
