[Ubuntu-US-CA] Team Leadership Election Announcement!

I also like the 3 person setup. If I recall correctly, Switzerland has
a "council" instead of just one single leader or advisor and it seems
to work out well for them. Nice country anyways :)

What are the roles of the elected leadership for Ubuntu California?
