Definitely. There is a big difference between "leader" and "contact".
Indeed, all official Ubuntu local teams need a contact.

A structure would be definitely a good idea. But - think about what you
want from it, don't just assume that a particular structure is a good idea.

It's a new team, discussion about how to progress it and develop it is a
