We (Czech Ubuntu l10n Team) use this --
http://wiki.ubuntu.cz/Lokalizace/Ubuntu -- list of "Ubuntu-specific"
packages.

First part ("Specifické pro Ubuntu") contains Ubuntu-specific packages
like ubiquity installer, unity, indicators..; second part ("Pozměněné
v Ubuntu") contains packages changed in Ubuntu like
gnome-control-center mentioned by David; third part ("Quicklisty")
contains packages/apps with quicklists desktop entries.

It's incomplete (mainly the second part), but it's a good start :)
