Policy proposal: Translation team coordinator e-mail address

You are absolutely correct, but we're not discussing how easy it is to
use the feature. Rather, the limitations it has when contacting
translation team leaders (e.g. no receipt of sent message, limited
number of contacts per day)

The intention is for translators and translations teams coordinators to
more easily contact team leaders. I know this is just a particular case,
but as an example, my address has been visible since the beginning, and
I'm very rarely contacted directly by people I don't know regarding
subjects that are not translations related.

Again, I'd much prefer using existing features and infrastructure.
Launchpad allows everyone to manage their e-mail addresses without
having to notify anyone, which makes the system flexible. Addresses can
then be retrieved from Launchpad. Manually keeping a list of e-mail
addresses does not scale very well.
