Reverting translations to packaged

There is no "correct" form. The distribution in the upstream projects is 
about 50:50. So we decided that in Ubuntu we use the first one to be 
consistent at least in Ubuntu as a whole.

I am not sure about one-time effort. It can easily happen that one the 
members of the translation group puts his own translation, that may be 
better as the upstream one but it leads to non-consistency after the 
next synchronisation.
It would be perfect if we could lock the translations of a given package 
to just one member of the group. So we would all know, who is 
responsible for a package.

I've read those, this is why I am trying to ameliorate the workflow
