Degree of trust and quality for Ubuntu Localization Teams

We (the Swedish Translator Team) uses a similar ruleset.
Everyone can submit suggestions but only 2-4 persons are members of the
team and have the possibility to approve suggestions.

We recommend that all translations take place upstreams and then
imported. My calculations shows that 95% of all Swedish translations are
imported from upstream into Ubuntu, the rest is done in Launchpad
(ubuntu-docs etc.)

We have had a large number of "new" translators who submits really bad
translations (Swedish is a very difficult language). Some even submits
translations directly from Google Translate (so wrong and out of
context). The problem we face now are all the open translations done in
Launchpad (outside Ubuntu). Some are really bad and that will have a
negative effect on the application usage, even if the application is a
very good application.
