how to be an official translators in Launchpad.net?

Hi,

I am a Chinese university student and also want to contribute to Ubuntu 
translations. However, the educational network which I am using cannot 
access internet out of Chinese mainland. Are there some other ways to 
contribute, such as via email, or by accessing a local launchpad-like 
website?
