Then you need to join one of the following teams:

  https://launchpad.net/~ubuntu-l10n-zh-cn/ (Simplified)
  https://launchpad.net/~ubuntu-l10n-zh-tw/ (Traditional)
  https://launchpad.net/~ubuntu-l10n-zh-hk/ (Traditional, Hong Kong)

Get in touch with them, and they'll tell you how to contribute with
translations of your own.  You can also ask them to review your
suggestions.
