I think it could be fine if user could choose not only primarily
language but also secondary (and maybe tertiary) language. There could
be some reasonable chooses from translators groups.
Realization is very simply. In file /etc/environment (it could be also
in other files) can be list of languages. For PT e.g.:
LANGUAGE="pt_PT:pt:pt_BR"
LANG="pt_PT.UTF-8"
There could be also multiple languages instead of dialects. For me is
fine (every Slovak also understand Czech language):
LANGUAGE="sk_SK:sk:cs_CS:cs:en"
LANG="sk_SK.UTF-8"
This needs additional language pack.
Choose of default system should be of course on user.
