PS: Just imagine that the file-hierarchy and/or init process changes
from one release to another. This comes with issues that can't simply be
fixed by smart packages. Very likely intervention of the user is needed
to fix such an upgrade, IOW for many users it's less work to do a fresh
install. I guess Ubuntu soon will go (or already did) the step from
upstart to systemd. I wouldn't risk a release upgrade. I even did a
fresh install when Arch switched for SysVinit to systemd, while it IMO
is easier to handle such a transition for this kind of distro approach,
than for an upgrade from one to another release.
