The recommended process tests that the backport builds OK, has at least
been tested that it installs OK, and that any reverse dependencies still
work. We can use the us-dev ppa to do a more thorough functional test.

I would prefer to chip away at them continuously over time. The testing
part is pretty time consuming, so doing them all at once could be tricky
as it is difficult for me to find suitable slots of time.
I was hoping to hack a quick tool to tell me when the upstream version
number has been increased between the LTS & devel releases on the list
of packages, and run it periodically.
