Looks like this is a case where a new version of the package added
systemd units, disabled by default. These replace init scripts, which
were also disabled by default. The problem is that, if the user enabled
the init service, this does not reflect in the systemd unit state, so
the service is down after an upgrade.
At least this is my hypothesis, I asked for confirmation.
But set to Incomplete for now.
