I don't have time to work on a reproducer now, but I'm surprised to see
such a change in behaviour from Jammy to Noble. systemd's decision to
mount a tmpfs on /run/user/%{uid} hasn't changed, so maybe there's
something else at play. I left a message asking for a small reproducer.

Valid bug caused by a security update. Marked as Triaged, subscribed
ubuntu-server, but also pinged the Security team to check if they plan
to handle the bug.

Marked as Incomplete and told the reporter that it's best to wait for
upstream to comment on the proposed patch. Also asked for a
non-hardware-specific reproducer.

This seems to be a valid bug, but apparently one needs GPS hardware to
trigger it. The reporter was kind to point to a commit that seems to
fix the issue for them.
