The AptOrdering.txt lists

NULL: ConfigurePending

so perhaps they overlooked a configuration question or something?  In
any case I think your recommendation to purge and reinstall will get
them back in order.

apt config prompts sure are an anti-pattern for usability, we seem to
get no end of bug reports with missed config Q's as the root cause.
